Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a dependence that European nations are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
